ASOS Design Textured Floral Smock Dress with Elastic Waistband

Nice heavy weight fabric and unique design. Bought for $45 and wore maybe once a while back. It’s marked as ASOS Tall, but the dress itself is not too long. The dress has elastic waistband so it’s hard to get proper measurements. Not stretched ~11” and max stretch 20”. Due to design of the dress I believe it should not be worn as fully stretched.
