is this a dress size 26 or a size 26" bust?

Dress size, I suppose? The waist itself is about 28” around, though it can be loosened or tightened from there, and it certainly accommodates a bust larger than that. Corset Story has a size guide on their website where you can put in your measurements and receive a suggestion for your ideal size, though it’s not very good for smaller sizes like this.
