What is the fabric percentage of these? What percent cotton? Do they have stretch?

I have a few of this style and they all measure differently can you pls provide the waist measurements flat across? I have 29 that measures 15.5 and a 30 that measures 14 so I ask before I buy with this brand. Ty 😊
