@katieey1 yes its waterproof 😊 the hood does not cinch. I will attach a photo of what the hood looks like on though cos it does stay close to your face.
I laid the coat flat and used a yardstick to measure. bust near underarms is 18", then it tapers a few inches down and is 16".
