Short sleeves, ruffles on the neckline, maxi length, empire waist with tie belt, full lining, and zipper down the back. International Ladies Garment Workers Union / ILGWU. Made in USA. Exact decade is unknown, but it has a very 1970s boho hippie vibe. No brand tag, care tag is faded. Size 13--fits like a modern small. 18.5" pit to pit 15" waist, 54" length.
