This vintage handknit by Grandma Penn State sweater is an amazing vintage relic, from the late 1970s, early 80s.
It seems to be a youth sweater but could fit an XS adult too. Please check measurements:

Overall length: 22”
Sleeves: 20.5
Seems to be an acrylic possibly part wool blend. There are no material tags. It’s thick and well made, no flaws, but not a super soft sweater, very slight itch factor.
