Pleated Button Down Dress

This is a black and white pleated dress that buttons down the front. There are no size or brand tags but I’m guessing it to fit a 3-4X. I purchased it on a resale sight as a one size dress. I normally wear medium to large and this dress is way too big for me. See pics. Pit to pit measures approximately 31”
