Beautiful Carved Hard Stone Dragon Plaque

This beautiful dragon carving was on display at The Dragon Dreams Museum in Chattanooga, TN. The museum closed permanently in 2016, and I have purchased the contents. It is hard stone, possibly white jade (?) with a smooth, shiny surface. The colors fade from taupe to cream. It has a stylized dragon walking on top of a circular object identified as a bi disc by Google Lens. Chinese bi discs are described online as flat jade discs with circular holes in the center. Some historians say it's a representation of heaven and is used in honoring ancestors. I’m guessing vintage, but do not know for sure. Google Lens has been little help in identifying this piece or its purpose. It does not stand up on its own.
