On 34th - Dress I believe from the 90s or early 2000s.  Women;s size 12.  Black and white polka dots, lined with a black liner. The front has a wrap that has a hook closure as shown.  Seam across the waist underneath that. Long balloon sleeves. Shell 100% Viscose, liner is 100% Recycled Polyester.
