dabougie@mbringc3 The top part is stretchy smocking (see additional pics I just added) and NOT stretched it is 13 inches . Stretches out to 16 or so. I wear a size 4 dress or 34-36 bra and it fits. It is a snug style on the top so if you’re well-endowed it may not be the best fit
