What is the ptp while fabric is stretched out?

@mbc2 Hi there! Thank you for your interest in this item! Laying flat, the PTP measurement is about 12.5 inches. Stretching it out, the PTP measurement is about 17 inches. I feel that this blouse runs on the smaller side. I am normally a medium but to me, this fits like a small. I hope this helps!
