Are these size 14? My son has a pair of these pants but they say 14/16, not L or XL

Hi! These are labeled XL, but they run very small. I originally bought them from my boyfriend thinking they were Adult Men’s XL, but they fit more like a teen size or a smaller frame.
For reference, I’ve added measurements:
