@andyemm No. There is a small piece of elastic that allows the strap to stretch while walking or putting them on.

@andyemm I would say the bottoms are in good to really good condition. I do have a picture in the listing to reference. I ran my hand where your heels would sit, and there is small wear, but I personally don't think it would affect the feel of the shoe. Hopefully this helps.
