What are the dimensions please? Also is the strap in good condition? (Why are there silver hooks in one of the photos)?Thank You!

12 inches across and 11 inches deep. The strap is in excellent condition and the silver hooks were just still there from hand sanitizer that I had previously had on there and had forgotten to remove for the pictures.
