This is a quintessential late 1980s "flapper-revival" style evening dress. The ILGWU (International Ladies' Garment Workers' Union) label with red and blue ink dates this garment specifically between 1974 and 1995. Given the exaggerated puff sleeves, dropped waist, and handkerchief hem, it was most likely manufactured between 1985 and 1989.
