This is a very different piece from the teapot — looks like a beautiful molded relief porcelain plate or shallow dish with cobalt blue accents, almost certainly German, probably mid-to-late 19th century (circa 1860–1900).
The plate features the classic "blue accent on white relief" style — a decorative tradition where the porcelain is heavily molded with raised scrollwork, shells, leaves, and floral elements, then highlighted only with hand-painted cobalt blue on selected raised areas. The white "basketweave" or stippled background texture on the rim is a hallmark of this style.
Likely origin: German factories, possibly from:
Carl Tielsch (Altwasser, Silesia) — produced many similar relief plates
Schumann (Bavaria)
Various Bohemian/Silesian porcelain factories — many of which produced this style
The marks on the bottom give some clues:
Impressed letter/code at the top edge — this is typical of German factories indicating the mold or worker
Blue underglaze "X" or cross-like mark
Green painted "2" and "8" (or 6) — these are typically decorator's numbers or pattern/order numbers, applied during the painting stage. Green overglaze decorator numbers are very common on German porcelain
The relief pattern on this plate is very reminiscent of Meissen's classic 18th-century mold designs (like "Neu-Brandenstein" or "Neuer Ausschnitt / New Cut"), which featured exactly this kind of basketweave-textured rim with scrolled cartouches and a molded floral center.
