I normally wear Theory size 6 for pants, can this size 2 fit a 28in waist? Thank you!

Hi I’m similar and these fit me perfect since they are not the old style with a low rise. Technically they are 14.5” waist flat / so it fits my 28” waist if that make sense?!!!
