what's the waist measurement and is there any stretch in the fabric please?

Waist is 14.5 “ laying flat so that makes them about a 29” waist. I don’t think there is much give in the fabric.

I just remeasured with a clothes tape measure. Waist is 29 1/2. There’s no stretch in the fabric.
