NWOT Forever 21 black and white painterly polka dot mini dress. I took the tags off after I tried it on but never wore this and now it no longer fits. Like new! No flaws! This dress has a fot and flare skirt, an elastic band at the waist that is approximately 13.5 inches but stretches, and a very blouson, loose fit on top without really any PTP measurement and could fit a variety of sizes but would fit large to a 1X the best (this fit me at a size 14/16 with a 38DDD). The sleeves are more of balloon style with elastic at the cuffs and ruffled cuffs. The length is approximately 37 inches.
