Hi, I saw this dress as a size 2X but it says the chest is only 28+ inches across?

Yes- that’s correct. It’s definitely size 2x. The 28+ measurement is while the dress is flat. So, in essence, double that for the whole way around. It’s a relaxed fit. Hope that helps.
