Hi! Is the waist true to a US size Small (around a 26–27” waist)? If possible, could you also measure the waist laid flat? Thanks!

@heatherlee331 I actually have two other bubble skirts too... new with tags that I haven't listed yet. Those are both smalls and both a tad bigger. Zara is more like 14.5-15" and the American Eagle is similar to this one... 14".
