Vintage floral empire waist ruffle dress

Beautiful vintage empire waist dress with a ruffle hem, can be worn on or off the shoulder. No tags, appears to be handmade. Elasticized neckline, beautiful vibrant green, pink, and blue colours. Used to have elastic in the sleeve cuffs but I removed it. Such a gem but I never reach for it - I need to declutter so letting her go! Would best fit a size small - medium, but refer to measurements below. I'm 5'3" and a size small for reference. Approximate measurements in inches when laid flat: Length (from neck to bottom): 42" Bust (pit to pit): 17"
