I honestly don't know whether this is a long tunic top or a short dress! Either way, it looks fabulous with black leggings!

I believe this piece is Y2K... it has soutache style applique (not exactly embroidered) in a whimsical daisy pattern!
It is in very good vintage condition, no serious flaws.
