This is a vintage mid-century solid brass decorative candle holder and warming base, handcrafted in India. It features a distinctive, multi-tiered ring of intricate pierced cutout motifs (often called a quatrefoil or stylized tulip pattern) along the upper plate to safely distribute heat and cast beautiful geometric light shadows.
