When an offer is made you need to accept the order through "Make an Offer" not "Buy now" because the price offered will not be reflected. This was purchased through 'Buy Now' which is why you did not receive the negotiated price. The last bubble would say "You have accepted this Offer" not, "You have purchased this item.
