This is indeed brand new with tag, as described, however it literally fits like an XXS. I'm a size 2, occasionally a 4, and usually buy Small or XS in Zara, and it's absolutely skin-tight. It's not the seller's blame - just a note that perhaps the "runs super small" note could have been offered. Perhaps it's why it was sold, unworn. That said, I really appreciate the careful packaging and quick shipping. I'll donate this to a tiny teen.
