rose_uw @cobuehlman, here are the measurements size 4: Bust: 34", Waist: 28", Length: 57". As for being formal enough I guess depends on the ball! I had 2 other ladies purchasing it for weddings. It's absolutely a gorgeous dress but it all depends on you and how formal the ball is :-) Let me know if you have more questions!
