kfab333 @bedazzleme55 hi there 💕😊 I am actually not in the stockroom now for a 38 C I recommend the medium- I can get exact measurements open my return for you - as a general rule unless it's an oversized fit the small will be 16 and the medium 18 inches lying flat unstretched
