rose_uw@95pandabear yes the fabric on top (bust) is definitely stretchy! I’ll give you the measurements you ask along with pictures from actual dress tomorrow!

rose_uw@95pandabear the waist is 15.2” flat. The bust is 16” flat but the fabric over bust area is very stretchy as I mentioned! There is short lining (not fitted) from waist and it’s 16” long! I Hope it helps. Please let me know if you have more questions. I added a few pictures for you!
