Very cute little handmade halter top mini dress by Phylipa in Puerto Rico. It’s made of a gorgeous blue floral cotton batik fabric. The back has elastic so this can fit a size XS to M. I in my opinion, it’s most flattering on a size small to medium. In perfect condition. No stains or holes. The stretch waist measures 14-20” and the skirt is 21” from below the bust to the hem.
