It also shows in the same screenshot that reviews say the skirt runs large, so I just wanted to make sure that the actual item's measurement matched the intended measurement on the store's website. So the waist of the skirt that you have does actually measure 13 inches laying flat?

amalinna@jj_hilliard Ok, it measures approximately 27.5. It also has an elastic panel on the back side but the measurement is based on without the stretch.
