This dress is a beautiful fitted taffeta and has no stretch. It is most likely an Italian size 38 or 40, which is a US size 2 or 4. Hard to know without the size tag as it was cut out. There is a photo of the tag so you can see what it looks like BUT IT IS NOT ON THIS GARMENT.
