Not necessarily high rise! They are mean to be worn with the pant legs cuffed on the bottom.

These jeans are designed with a built-in cuff, so they wear shorter than the full inseam suggests.
On most people, they hit around ankle to slightly above ankle, depending on height.
If you uncuff them, you'll get closer to that longer ~30" inseam.
