Hi, sorry this took a minute. I just needed to be able to be home for a few minutes so here it is. The waste measure 17.5 inches across lying flat. It is elastic and does have some stretch. I’m going to add a picture of the fabric composition and maintenance on it to the pictures above so please refer to that for the rest of the information. I really hope that helps.
