NWT Sam Edelman Orange and Yellow Smocked Dress strap missing

Brand new with tags this gorgeous sunny dress features a playful design. Ideal for sunny days or can be worn in the fall. It could also be worn as a skirt. The strap is missing but the tags are on and this dress has never been worn. Please see pics of how it would look with the straps however it can be worn as a tube dress without the straps. It runs small to be so would ideally fit a size s/m. The upper part is smocked and has a lot of stretch. Smoke free and pet free home.
