@t_chaang hi, the waist is measured flat. It is 14.5”. For full waist it would be double, so 29”

Hi, I have added two photos. Model’s waist is approx 28 inches, skirt sits on waist, measurement of waist of skirt on model is almost 30”.
Skirt length is 38”. Hope this helps!
