From my own research, this is a vintage handmade Italian ceramic ashtray stamped OTO ROMA, in a navy blue top finish with gold gilded accents and the image of St Peter's Basilica. This beautiful souvenir is a solid, heavy piece of glazed Italian porcelain from the 60s or 70s, it seems. Measures approx 5.75" across and 1-1/8" high.
