4/20 - antique egg plate

I can't figure out what exactly this is. I think a baby breakfast plate but I can't figure out what the sticky-up part is for. Good vintage conditions with some marks and a small chip on one of the legs. bundle four 4/20 items for a 20 dollar bundle price/offer.
