No it wasn't touching the floor it was just long enough to cover the heel a bit. The measurements from under the arm to the hem is 54" just to let you know in case you wanna take measurements to see where it will hit you (: yeah you can make an offer but the lowest I'll be able to go on this is 75 @marwa6
