This Rue 21 strapless maxi dress is in good condition and is a small. It is made out of 95% polyester and 5% spandex and the lining is made from 100% polyester. It is 54 inches long and and is about 9-1/2 inches across the waist doubled at 19 possibly 20. Very stretchy and has elastic waist. Brown tan pink light Blue and cream are the colors. It has belt loops but no belt.

gglowing @mrs_ray8814 okay so it has an elastic band at the top and the material stretches. So I stretched it out with my hands I got a measurement of 19" across the bust. I hope this helps.

gglowing @mrs_ray8814 my daughter tried to dress on she has a 31 - 32 D cup. There was plenty of room when I stretched it out away from her chest. so I do believe it would fit your chest size as well.
