That is how it runs as per the manufacturer? But it is suggested to measure the baby. From armpit to armpit is 7inches across. Length from shoulder down is 18inches. My daughter was 9 months when she wore it. But my niece was 1 & 1/2 and she had same size dress. The 7inches across is stretchy so if petite or skinny it definitely fits older kids. If the younger babies are chubby like that baby chubby they usually have, then it fits 6 months and up no problem too. Hope that helps :)
