austin_gal @citycowgirl88 hi! Yes, it can be worn both ways. I actually prefer to wear it like you stated -- it sits naturally as more of a boat neck style. Or you can put down and wear it off the shoulders as shown in the picture. Thank you so much!!💗💗

Yes, the xl measures: bust: 38"/elasticized waist: 26" (up to 42") / front length: 39"/back length: 49" (approx.) the actual material does not have much stretch, however both the waist and the neckline/sleeves have elasticized banding, so it does stretch in that respect. This dress fits really nicely, and is soo comfy!! Please let me know if you have any questions or would like addtl. measurements. Thank you soo much!! 💗💗
