@sassyandcrafty waist is 17.5" at top from side seam to side seam which appears to be for natural waist. The inside liner at bottom measures 42" across when lying flat. The outside liner has some extra fabric for drape effect. It widens gradually from waist down to bottom. Hope this helps! 😀
