Could you provide the waist and hip measurements?

@hbrooke511 the length is 19", I just put the skirt on for measurements because it fits me pretty well (never worn though) and it sits just above my hips and is 28". When lying flat the waistband is 28" and about 30.5" an inch below that (so roughly where your hips would sit). This is definitely Kate Spade true to size
