ckburkhardt My bad for posting twice. The top of the skirt measures approx 14.5 inches across with a tape measure. It's hard to measure hips persay since I'm not sure where your hips would fall. This skirt could be worn higher up on the waist with a shirt tucked in or lower on the waist just based on personal preference.
