I can't tell but was curious to know if they are a flat black or shiny?;and do they have a regular elastic waist it is it the kind with the broad band?

@allycat50 Hi Doll, the waist band is approx 1.75" wide. There is no elastic in the waist area. The waist area offers some stretch.
