kimmicash @ella7410 should fit. The top portion is adjustable. Strings allow you to pull tighter or stretch open for more room. The waist is like a cinching spandex that stretches to your shape. Its not stiff .. spandex. If that helps.

kimmicash @ukcatmom I think you will be safe to cut from the bottom. Just by looking at the “blue section” appears to be a ruler length from the bottom.
