They are the same. Measurements are approximate because they varied from one to the next due to being mass produced in stretchy fabric. Not 'one size fits all' but not precision cut. Tops: S 19", M 19.5", L 22", XL 22.5". Lengths are 20.25-21.25". Inseams are 29-1/2"-31". Measured flat. New, never worn.
