Does this fit true to size or a little oversized? I usually wear Medium in size for reference I am 5'5' 145lbs would you say foo small?

@linahm: it’s definitely long, floor length. I’m 5’ 3”, and definitely wore heels with this dress! The skirt part itself is 38”. Measurements: top of rushing 12” (max stretched 13.5”), waist 10.5” (max stretched 15”), bottom of rushing 12” (max stretched 15.5”). I hope that helps!
