Black flower dress

Scoop neck with high waist and red poof bottom. Brand new, size in the tag is “6” but I’m assuming is China size so fits like x-small/small, please see the pictures with the measurements. This dress runs small and is short. No tag with fabric but I think the black part is polyester.
